Bass Ackwards

This "editorial cartoon" from the PakTrubune has me a tad confused. I get the empty suits of the U.N. and OIC. However, depicting Lebanon as a baby chick and Israel as a HUGE eagle (?) appears to me, bass ackwards. Lebanon was suppose to disarm Hezbollah (U.N. Resolution 1559), yet they did nothing. Innocence isn't exactly what I'd call them, although I am disappointed that the land of my mom and her mother is feigning such innocence.
